The first file is the Project Configuration File (.PCF) file which controls the creation of new MicroStation drawings. The file name is in the format of Town Name and Project Number with a PCF file extension (such as Salisbury 11622.pcf). This file is project specific and is located in the "Projects" directory under the MicroStation workspace.
The variable in the PCF file that controls the seed file used for new drawings is MS_DESIGNSEED. This will be the seed file that is used when the File -> New command is issued. New projects default the MS_DESIGNSEEDvariable to the 2D seed file. Therefore, this variable must be change to the 3D seed file to generate 3D drawings. The second file is the .MSS file which controls the creation of new MicroStation drawings from MX. The file name is also in the format of Town Name and Project Number but with an MSS file extension (such as Holderness 11849.mss). This file is also project specific and is located in the project's MX directory. Note that older projects don't have an MX directory, they use the PRJ directory for their MX project files.
There are two variables that this file should include which will control whether a new drawing is created as 2D or 3D. Both of these variables should be set to the same seed file.
